Interim Financial Transformation Lead - Adults Commissioning

Spencer Clarke Group are working closely with a Local Authority in the West Midlands to appoint an Interim Financial Transformation Lead to support a focused programme of financial recovery and transformation across Adult Social Care commissioning.

The council is looking for someone with a strong commissioning-led transformation background who can operate independently, influence across organisational boundaries and deliver sustainable change at pace.

What's on Offer

  • Rate: £550-£650 per day
  • Duration: 3-6 Months ongoing
  • Inside IR35 (Flexible)
  • Hybrid working 1/2 days per week on site

The Role

The successful candidate will lead the development and delivery of a clear approach to financial recovery and improved financial management within commissioning.

Key responsibilities:

  • Developing the overall policy and approach to financial recovery within commissioning.
  • Designing and embedding operational processes to improve financial control and performance.
  • Leading debt recovery activity linked to commissioned services.
  • Working with ICB and health partners to reconcile and recover outstanding funding.
  • Building strong relationships with operational teams, finance colleagues and system partners.
  • Establishing a clear, time-bound delivery plan with defined milestones.
  • Providing assurance to senior leadership and auditors.
  • Embedding sustainable improvements to reduce the risk of debt reoccurring.

About You

You will ideally have:

  • Strong experience in commissioning-led transformation within local government or the wider public sector.
  • Experience across Adult Social Care, commissioning, health partnerships or integrated care environments.
  • A proven track record of designing and embedding systems, processes and ways of working.
  • Experience working across organisational boundaries, ideally with ICB or health partners.
  • Strong stakeholder management and influencing skills.
  • The ability to operate independently and drive delivery with pace and clarity.
  • Confidence leading system-wide change and providing structure around complex recovery programmes.
