Finance Specialist - PFI Funding, Assurance & Financial Review - Interim

Spencer Clarke Group are working closely with a Local Authority to appoint an Interim Finance Specialist to undertake a focused review of PFI funding, financial assurance and future contract and asset management requirements.

This is a short-term project assignment focused on establishing a clear, evidenced position across three PFI contracts, validating funding entitlements and identifying key financial risks and opportunities.

The Role:

The successful candidate will provide a comprehensive financial review of the Council's existing PFI arrangements, bringing together funding sources, contract models, claims, credits, reserves and end-of-contract implications.

Key responsibilities:

  1. Producing a consolidated PFI funding overview and funding source register.
  2. Reviewing annual funding arrangements and financial models across all three PFI contracts.
  3. Validating DfE funding, PFI credits and associated claims and entitlements.
  4. Analysing standard credits against PFI Factor Funding.
  5. Reviewing Windfarm funding and providing recommendations.
  6. Assessing the Inscyte contract funding position.
  7. Evaluating the end-of-contract financial position, reserve balances and available funding options.
  8. Producing a clear summary report setting out key risks, opportunities and recommended actions.

About You

You will ideally have:

  • Strong Local Authority finance experience, with exposure to PFI, complex contract funding or infrastructure-related finance.
  • Proven experience reviewing financial models, funding claims and entitlements, and reserve positions.
  • Knowledge of DfE funding, PFI credits or education and infrastructure funding would be highly beneficial.
  • The ability to translate complex financial and contractual information into clear, evidence-based recommendations.
  • Strong stakeholder engagement and report-writing skills.
