Head of Service - Asset Management
Location: North East
Rate: £500 - 600 Per day
Contract: 6 - months ongoing
Spencer Clarke Group are working with a public sector organisation in the North East to appoint an Interim Head of Service (Asset Management) to provide strategic and operational leadership across housing asset management and compliance.
This is a senior leadership role with large budget responsibility, focused on delivering safe, decent, energy-efficient homes, strong regulatory compliance, and a robust long-term investment approach.
Responsibilities include:
- Lead the asset management function across a large housing stock, driving safety, decency and energy efficiency outcomes
- Build a clear decision-making methodology on asset viability following building safety and related reviews
- Develop a long-term investment plan and delivery plan, aligned to strategic housing priorities
- Establish and improve asset data, including a thorough asset register aligned to regulatory expectations
- Implement smarter component replacement and planned maintenance approaches
- Lead service improvement, change management, and skills development within the service
- Act as the senior lead providing advice to senior stakeholders on asset performance, risks and opportunities
About you:
- Significant senior leadership experience across social housing asset management (Local Authority or Housing Association)
- Strong understanding of regulatory compliance and building safety expectations
- Track record across investment planning, strategic asset management, and planned/reactive maintenance leadership
- Comfortable leading teams, budgets, and improvement programmes in a complex environment
