Job Title: Interim Programme Director – Strategic Regeneration Partnership

Location: West Yorkshire (on site 2 days per week)

Duration: 12 months (with immediate start)

Daily Rate: £750-£900 per day Inside IR35

 

Spencer Clarke Group’s Local Authority client is seeking an experienced Programme Director with a strong background in local government to lead the development and implementation of a Strategic Regeneration Partnership (SRP) focused on transforming the City Centre. This role requires extensive Director-level experience and a strategic mindset to secure a long-term partnership with a developer and institutional funder, accelerating regeneration and maximizing return on investment.

 

Key Responsibilities

  • Programme Management: Establish rigorous programme management arrangements, linking seamlessly with the Council’s existing structures such as the District Regeneration Board, Capital Officer Group, and Member Oversight Board.
  • Reporting: Provide regular written and verbal reports to the Council’s Corporate Management Team and Cabinet at key milestones throughout the programme.
  • Procurement: Lead the procurement of a development partner within 6 months, using the most advantageous, compliant route to market.
  • Framework Development: Finalise Strategic Regeneration Frameworks for all core areas within the City Centre Masterplan within 12 months, driving a robust mixed-use development programme.
  • Land Assembly: Play an influential role in identifying and assembling land/sites to ensure a viable pipeline of developments aligned with the City Centre Masterplan.
  • Stakeholder Management: Proactively manage stakeholders across public and private sectors, delivering an effective communications plan.
  • Advisory Role: Provide expert advice and support on other regeneration programmes and initiatives across the District as required.

 

Qualifications and Experience

  • Extensive Director-level experience in local government
  • Proven track record in managing significant and complex capital and revenue projects within economic development.
  • Strong expertise in procurement, contract management, and forming strategic partnerships.
  • In-depth understanding of legal arrangements such as joint ventures or special purpose vehicles.
  • Exceptional communication and stakeholder management skills.
  • Relevant degree or equivalent experience.
