Procurement and Strategic Category Lead
Location: London
Rate: £540 Per Day
Contract: 3 months - ongoing
Spencer Clarke Group are supporting London public sector organisation for an experienced procurement professional to lead strategic category activity across Housing Property Services. This is a senior, high-impact interim opportunity where you will influence major spend, shape markets, and support improved outcomes for residents.
You will take ownership of complex procurement programmes, provide expert advice to senior stakeholders, and drive best practice across governance, compliance, and value for money, while embedding social value and sustainability in commissioning outcomes.
Responsibilities include:
- Developing and delivering category strategies, procurement pipelines, and action plans across Housing Property Services
- Leading complex end-to-end procurement exercises and strategic programmes
- Advising senior stakeholders, boards, and partners on procurement strategy and governance
- Managing high-risk, high-value procurement decisions and associated delivery challenges
- Line managing and developing a small team to ensure high performance and continuous improvement
- Driving innovation through market engagement, social value, sustainability, and community wealth building
- Supporting financial performance through strategic planning, cost control, and identifying income opportunities
About you:
- Significant experience delivering strategic procurement and category management in the public sector (ideally local authority)
- Strong knowledge of procurement legislation, governance frameworks and best practice
- Proven ability to lead complex programmes with major financial and service delivery impact
- Confident leadership style with experience managing and developing staff
- Excellent stakeholder management skills, with the ability to influence at senior levels
- Professional procurement qualification and membership
