Strategic Finance Manager - Interim
Spencer Clarke Group are working closely with a Local Authority in the South West to appoint an Interim Strategic Finance Manager to provide strategic financial leadership and advice across complex services, programmes and partnerships.
This is a senior interim leadership assignment focused on financial planning, business partnering, transformation, governance and strengthening the Council's long-term financial resilience.

The Role
The successful candidate will support the Heads of Finance and work closely with Directorate Leadership Teams, senior officers, Members and external partners to shape decision-making, manage financial risks and deliver sustainable outcomes.
Key responsibilities:
- Providing strategic financial leadership and expert advice to Directors, Members and senior stakeholders.
- Leading finance business partnering, financial planning, budget monitoring, forecasting and performance support across designated directorates.
- Supporting the development and delivery of the Medium-Term Financial Strategy and helping services achieve balanced, sustainable budgets.
- Leading financial input into transformation programmes, service redesign, capital investment and other strategic initiatives.
- Providing oversight and assurance across capital programmes, grants, external funding and investment activity.
- Driving improvements in financial governance, controls, systems and processes while managing financial risks and opportunities.
- Leading and developing finance teams and representing Finance at senior boards, committees and partnership forums.
About You
You will ideally have:
- CCAB qualified, ideally CIPFA, with post-qualification and management experience within Local Government or a similarly complex organisation.
- Significant strategic finance experience, including budget formulation, financial planning, monitoring, forecasting and control within tight financial limits.
- A strong record of advising senior leaders or elected Members, alongside significant experience supporting Adult Social Care or Corporate Support Services.
