Interim Head of Finance - Combined Authority

Spencer Clarke Group are working closely with a Combined Authority in the North East to appoint an Interim Head of Finance to provide senior leadership across their finance function during a key period of change.

This is a senior interim leadership assignment focused on financial management, reporting, compliance, budget setting, year-end audit and finance transformation as the organisation continues to evolve post-devolution.

What's on Offer

  • Rate: £600 - £700 per day estimated
  • Inside IR35
  • Contract length: 6 months initially
  • Full-time, 37 hours per week
  • Hybrid working, with some on-site presence expected
  • Expected Start: Late May 2026

The Role

The successful candidate will provide strategic and operational leadership across the finance function, ensuring robust financial management, compliance, reporting and continuous improvement.

Key responsibilities:

  • Leading quarterly budgetary reporting and treasury management updates
  • Managing the 2025/26 year-end audit
  • Leading the 2026/27 budget-setting process
  • Supporting the transition from Xero to Oracle
  • Providing senior financial advice, planning and reporting
  • Supporting the development of a unified internal finance function
  • Deputising for senior finance leadership where required
  • Driving improvement across finance systems, processes and reporting

About You

You will ideally have:

  • Fully qualified accountant status, CCAB / CIPFA or equivalent
  • Senior finance leadership experience within local government, a combined authority or wider public sector setting
  • Strong technical accounting knowledge, including year-end accounts and audit preparation
  • Experience of budget setting, financial strategy and senior stakeholder engagement
  • Treasury management and financial reporting experience
  • Finance systems transformation / implementation exposure, with Oracle experience desirable
  • Strong communication skills with the ability to influence senior officers, Members and Committees
