Group Accountant - High Needs Block / SEND Finance - Interim

Spencer Clarke Group are working closely with a Local Authority in East London to appoint an Interim Group Accountant to lead on High Needs Block / SEND Finance within the Council's Education & Inclusion Directorate.

This is a senior interim finance assignment focused on High Needs Block funding, DSG financial management, SEND budget monitoring, forecasting, financial modelling and strategic business partnering.

Contract length: Interim / ongoing
Full-time - 36 hours per week
Hybrid working - minimum 2 days per week on site in East London

The Role

The successful candidate will act as the principal finance lead for the High Needs Block, providing strategic financial advice and support to senior stakeholders across Education, Inclusion and SEND services.

Key responsibilities:

  • Leading on High Needs Block / SEND finance, budget monitoring and forecasting.

  • Providing strategic financial advice to senior managers, directors and budget holders.

  • Supporting DSG financial planning, savings delivery, risk management and recovery plans.

  • Producing monthly and quarterly financial reports, forecasts and management information.

  • Delivering financial modelling, scenario planning, options appraisals and business cases.

  • Supporting service transformation and identifying opportunities for improved financial sustainability.

  • Contributing to statutory accounts, closedown, financial returns and audit requirements.

  • Managing and developing the SEND finance team, with line management responsibility for up to 4 staff.

About You

You will ideally have:

  • CCAB / CIMA qualification, or substantial equivalent senior finance experience.

  • Strong Local Authority finance experience.

  • Experience across SEND, SEN, High Needs Block, DSG or Education Finance.

  • Strong budget monitoring, forecasting and financial modelling experience.

  • Experience supporting closedown, Statement of Accounts, financial returns or audit.

  • Proven ability to influence senior stakeholders and challenge service assumptions.

  • Experience managing or developing finance staff.

  • Strong communication skills, with the ability to explain complex finance information clearly.
