Job Title: Interim Asset Investment Planning Manager

Location: Somerset, hybrid (1-2 days p/w in the office)

Duration: 6-months ongoing

Salary/Rate: £350 per day Inside IR35 – Negotiable DOE

 

Our client, a local authority in Somerset, is seeking an experienced Interim Investment Planning Manager. The purpose of this role is to lead and manage the annual housing budget setting process, develop long-term investment scenarios, and ensure value-for-money in investment decisions. The successful candidate will be responsible for engaging with stakeholders, driving efficiency and innovation, and managing a team of technical staff.

 

Key Responsibilities

  • Project manage and deliver the annual housing budget setting process, coordinating inputs from multiple stakeholders and formulating various investment options.
  • Monitor the agreed budget to inform subsequent budget settings.
  • Produce and maintain top-down and bottom-up 2, 5, 10, 30-year, and life-cycle investment scenarios (Revenue and CAPEX).
  • Undertake appraisal analysis for investment decisions, quantifying value-for-money and understanding wider benefits to the organisation.
  • Implement and deliver a proactive stakeholder management approach to ensure investment plans are supported by the Council.
  • Lead the response to any internal or external questions about the housing asset investment plan.
  • Commission and manage projects from the supply chain, providing a clear scope of works and managing delivery to ensure value creation.

 

Requirements

  • Significant experience in investment planning and financial forecasting.
  • Capability to undertake economic appraisal of investment needs, including quantification of one-off and ongoing costs, benefits quantification, NPV analysis, risk analysis, and report preparation.
  • Capability to undertake data analysis and generate reports describing the approach and findings, including proficiency in using MS Excel or other data analysis software.
  • Experience of undertaking asset investment planning for an infrastructure organisation, ideally using service value frameworks and/or customer-driven scenario planning. (desirable)
  • Experience of working in a technical housing or regulatory infrastructure sector. (desirable)
  • Knowledge of effective use of software such as Excel/ACCESS, Business Objects, Business Intelligence, Power BI, GIS software, and other appropriate packages. (desirable)
  • Asset management qualification or demonstrable equivalent experience. (desirable)
