Tax Advice & Compliance Manager - Interim

Spencer Clarke Group are working closely with a Local Authority in the Midlands to appoint an Interim Tax Advice & Compliance Manager to lead the Council's tax compliance and advisory function.

This is a senior technical assignment providing authoritative advice across VAT, employment taxes, property transactions and the Construction Industry Scheme, while ensuring the Council meets its statutory obligations.

The Role

The successful candidate will act as the Council's principal tax specialist, managing tax compliance, strengthening internal controls and advising senior stakeholders on complex transactions and projects.

Key responsibilities:

  • Managing VAT returns, partial exemption calculations and annual adjustments.
  • Advising on VAT treatment for capital projects, grants and shared services.
  • Overseeing CIS verification, deductions, reporting and internal controls.
  • Leading HMRC enquiries, inspections and negotiations.
  • Maintaining the Council's tax risk register and monitoring legislative changes.
  • Developing tax guidance and delivering training across the organisation.
  • Producing reports for senior management, audit committees and external auditors.

About You

You will ideally have:

  • Full CCAB or CIMA qualification - essential.
  • Significant tax compliance experience within a complex organisation.
  • Strong technical VAT knowledge, including partial exemption and capital schemes.
  • Experience advising on employment taxes, IR35 and benefits in kind.
  • Knowledge of property-related taxes, SDLT and land transactions.
  • Practical experience managing CIS compliance.
  • Experience dealing directly with HMRC enquiries, audits and negotiations.
  • Local Authority or wider public-sector finance experience would be highly desirable.
