Director, Housing Property and Investment


Location: South West
Rate: £850 - £1350 Per Day
Working Pattern: 2 days on site per week, 3 days remote
Contract: 12 - months

Spencer Clarke Group are supporting a large public sector organisation to appoint an interim senior leader to oversee housing property, investment and asset services. This is a high-impact leadership post covering repairs and maintenance, planned programmes, compliance, M&E, building safety works, and housing delivery.

You will lead a safety-led, resident-focused service, ensuring excellent value for money, strong governance, high performance, and full compliance with statutory and regulatory requirements. You will also steer major capital investment aligned to the HRA business plan and ensure readiness for inspection and scrutiny.

Responsibilities include:

  • Strategic leadership across responsive repairs, planned maintenance, capital investment, compliance, M&E and building safety
  • Leading capital programme delivery to improve housing quality, decency, safety and carbon performance
  • Ensuring statutory compliance across landlord obligations, health and safety, and building safety requirements
  • Using stock condition data, performance intelligence and risk management to drive investment decisions
  • Driving service improvement, operational efficiency and performance management
  • Oversight of procurement, budgets, governance and contractor performance
  • Resident engagement and stakeholder management, including senior leadership and elected members

About You:

  • Substantial experience at senior level (Head of Service, Assistant Director, Director) within housing property services, asset management, investment, development, or a similar complex environment
  • Strong track record across compliance and assurance in occupied homes (building safety, statutory checks, hazards, damp and mould)
  • Proven delivery of large programmes and budgets, with strong governance and value for money focus
  • Confident communicator, able to influence senior stakeholders and operate in a scrutinised environment
