£436 per day (Outside iR35)

Spencer Clarke Group are seeking an experienced Strategic Alternative Provision (AP) Commissioner to secure sufficient provision, achieve value for money, and deliver improved outcomes for children and young people with Special Educational Needs and Disabilities (SEND) within a London Local Authority.
The Strategic AP Commissioner will lead the planning, commissioning, and monitoring of Alternative Provision across the Local Authority, ensuring that it is used efficiently, sustainably, and as part of a wider inclusion system that prevents exclusion.
Essential Requirements:
- Extensive experience in Alternative Provision (AP) Commissioning.
- Strong knowledge of SEND legislation and statutory guidance, including the Children and Families Act 2014, SEND Code of Practice, and inclusion/exclusion policies.
- Proven experience of budget management and resource allocation, including risk assessment and financial monitoring.
Duties include but not limited to:
- Assess the sufficiency of Alternative Provision (AP), highlighting gaps, pressures, and emerging needs to support effective planning and decision-making.
- Evaluate the financial impact of AP sufficiency decisions, including potential risks to the High Needs Block (HNB) and Safety Valve delivery.
- Collaborate with mainstream schools to evaluate the use of resource bases and their impact on promoting inclusion.
Skills required:
- Strong data analysis skills, including the ability to collect and interpret data to inform decision-making.
- Ability to identify gaps in service provision and new solutions to improve outcomes for children and young people with SEND.
- Capable of developing and maintaining meaningful relationships with all stakeholders.
- Strategic and analytical thinker with the ability to lead constructive change.
