Spencer Clarke Group are seeking a number of experienced SEND Consultants to lead the systematic testing of a proposed financial banding framework to allocate funding to support children and young people with Special Educational Needs and Disabilities (SEND).
The SEND Consultant will be responsible for developing a Transparent Cost Library, ensuring decisions are fair, financially accurate and based on evidence.
Essential Requirements:
- Strong understanding of SEND legislation and statutory guidance including the SEND Code of Practice 2015 and The Children and Families Act 2014.
- Extensive Local Authority and school-based SEND experience.
- Proven experience in the design and/ or testing of SEND banding models.
Duties include but not limited to:
- Produce clear, high-quality reports outlining methodology, findings, and recommendations for senior stakeholders.
- Consider the implications of the new Schools White Paper to ensure that the banding work aligns with upcoming national SEND reforms.
- Develop and maintain a transparent cost library, including identifying key cost drivers and benchmarking against national data.
Skills required:
- Advanced analytical and data interpretation skills, including financial modelling.
- Able to communicate effectively and present data clearly for senior leaders and schools.
- Ability to interpret national policy and apply it at a local level.
