Payroll Manager - Interim

Spencer Clarke Group are working closely with a Local Authority in the East Midlands to appoint an Interim Payroll Manager to provide leadership and continuity while the Council recruits to the permanent position.

This is a hands-on management assignment responsible for leading the Payroll, Pensions and Employee Benefits function, ensuring accurate end-to-end payroll delivery, legislative compliance and excellent customer service across the organisation.

The Role

The successful candidate will manage the Council's Payroll, Pensions and Employee Benefits service, overseeing an established team and ensuring the smooth delivery of payroll operations for employees and external customers.

Key responsibilities:

  • Leading and managing the Payroll, Pensions and Employee Benefits team (c.13 FTE).
  • Managing the end-to-end payroll process, including BACS production, RTI submissions and payroll interfaces.
  • Ensuring compliance with HMRC, pension legislation, audit requirements and Council policies.
  • Leading payroll process improvements and service development initiatives.
  • Supporting audits and implementing recommendations to strengthen payroll controls.

About You

You will ideally have:

  • Significant experience managing payroll within a large, complex organisation.
  • Previous Local Authority payroll experience.
  • Strong knowledge of end-to-end payroll, BACS, RTI and HMRC legislation.
  • Experience managing payroll teams and driving service improvement.
  • Knowledge of payroll systems such as iTrent or similar.
