Spencer Clarke Group are working with a local authority in the East of England to appoint an Senior Contracts Manager to provide strategic leadership across commissioning, procurement, mobilisation and performance management of major operational and property-related contracts.

This is a key role within a front-line services environment, focusing on commercial assurance, supplier performance, governance and continuous improvement across high-value contracts.

Responsibilities include

• Leading the strategic management and assurance of major operational, maintenance, compliance and commercial contracts
• Developing and implementing commercial strategies that support service delivery, resilience and financial sustainability
• Leading complex negotiations, contract reviews, extensions, variations, and dispute resolution
• Establishing a robust contract assurance framework to drive accountability and performance
• Overseeing supplier performance reviews, KPI management and corrective action plans
• Managing contract compliance, audit requirements, governance, and risk mitigation
• Producing clear assurance reporting for senior leaders and key stakeholders
• Leading and developing a multidisciplinary contracts team

About you

• Significant experience managing high-value, high-risk contracts in complex organisations
• Strong background in commercial management, contract management, procurement or commissioning
• Confident leading supplier performance, assurance frameworks, governance and risk
• Comfortable operating in regulated, politically sensitive environments
• Ideally local government, housing, property, compliance, construction, repairs, or public realm experience
• Ideally exposure to NEC, JCT, frameworks, or concession-style contracts
