Interim Finance Modeller (Environment Services)
Spencer Clarke Group are working with a Local Authority to appoint an Interim Finance Modeller to support the Director of Environment across a range of high-profile financial and operational challenges.
This is a key role focused on developing robust financial models to support service transformation, demand forecasting, and strategic decision-making across environmental services.

The Role
You will work closely with the Director of Environment and senior stakeholders to deliver high-quality financial modelling that supports both strategic planning and service-level decision making.
Key responsibilities:
- Developing and maintaining financial models across environmental services (waste, fleet, highways, parking)
- Supporting scenario modelling and sensitivity analysis linked to service demand and cost drivers
- Modelling savings options and service transformation initiatives
- Analysing income streams (e.g. parking, commercial waste) and forecasting performance
- Supporting capital and investment modelling (e.g. fleet replacement, net zero initiatives)
- Translating operational data into clear financial insights for senior stakeholders
- Providing modelling support into wider MTFP and budget setting processes
About You
You will ideally have:
- Strong financial modelling experience within a Local Authority setting
- Experience working with service departments (ideally Environment / Place / Infrastructure)
- Proven ability to model demand-led services and operational cost drivers
- Experience with scenario planning, forecasting, and strategic financial analysis
- Advanced Excel skills (ability to build and refine complex models)
- Strong stakeholder engagement skills, particularly at Director level
