Programme Manager - Housing (Regulatory Improvement)
Location: London, hybrid
Rate: £550-£650 per day (Umbrella, DOE)
Working Pattern: On-site
Spencer Clarke Group supporting a London local authority to appoint an experienced Programme Manager to lead a key workstream within a wider Housing Regulatory Improvement Programme.
Working as part of a multi-disciplinary team (including delivery leads and business analysts) and reporting into a Programme Director, you'll ensure enabling technology is delivered in line with the new operating model - driving outcomes, governance, and benefits realisation.
Responsibilities
- Lead strategy, vision, planning and delivery of complex, high-value transformation programmes
- Apply Agile / PRINCE2 / MSP / service design / Lean approaches (as appropriate) to deliver outcomes
- Build and lead multi-disciplinary teams (service design, BA, finance, ICT, ops), including commissioning external support
- Own programme plans, budget oversight, RAID/dependencies, benefits tracking and reporting
- Prepare and present governance packs for senior stakeholders (incl. senior officers, Members, boards and committees)
- Proactively unblock delivery through negotiation, escalation and stakeholder management
- Champion resident-focused delivery and continuous improvement, capturing lessons learned and evolving methods
- Line manage/matrix manage delivery resource and help build internal change capability
About you
- Strong programme leadership background in public sector / local authority environments (housing strongly preferred)
- Comfortable reporting into senior leadership and presenting in formal governance settings
- Credible across digital/technology-enabled change and operating model transformation
- Confident working across multiple delivery methodologies (Agile/PRINCE2/MSP etc.)
