Planning Enforcement Officer
Location: East Midlands
Rate: £50 Per Hour
Contract: 3 Months
Spencer Clarke Group are looking for an Interim Planning Enforcement Officer to support a Local Authority planning enforcement function. This is a hands-on enforcement role, managing a busy caseload of alleged breaches and ensuring development complies with planning legislation and good practice.
You will undertake investigations, manage case records, engage with the public and stakeholders, and support formal action where required, including preparation for appeals and court proceedings. The post includes regular site work and requires a pragmatic, resilient approach when dealing with contentious situations.
Responsibilities include:
- Investigating complaints and alleged breaches of planning control, including site visits
- Maintaining accurate case records and updating enforcement databases
- Preparing clear reports, case histories, correspondence and recommendations for action
- Monitoring compliance with conditions, notices and related requirements
- Drafting and serving relevant notices including breach of condition notices, in line with statutory requirements
- Liaising with internal teams, legal services and external bodies to progress cases effectively
- Preparing documentation for enforcement appeals, hearings and inquiries
- Taking statements under caution where appropriate and gathering evidence for formal action
- Advising members of the public, developers and elected members on enforcement processes and procedures
About you:
- Background in planning enforcement, development management, or comparable investigative / regulatory enforcement work
- Confident handling difficult conversations with tact, diplomacy and firmness
- Strong written skills with proven ability to produce clear reports and maintain robust records
- Working knowledge of planning enforcement legislation and associated processes (PACE / RIPA knowledge beneficial)
- Able to travel for site visits and meetings
