Spencer Clarke Group are supporting a Local Authority in the North West with the appointment of an Interim Head of Revenues and Benefits. This is a senior leadership role, reporting to the Director of Resources, with responsibility for the strategic and operational delivery of Revenues and Benefits services.
The successful candidate will provide assurance that services are high-performing, customer-focused, and aligned to corporate priorities. You will lead the delivery of innovative and cost-effective solutions, overseeing large-scale service budgets and supporting the Council's transformation agenda, including the implementation of a new ERP system and a 'digital first' approach.
Key Responsibilities
- Lead and manage the Revenues and Benefits service, including strategy and policy development.
- Drive service transformation and improvement, embedding customer-first, digital solutions.
- Deliver strong budgetary control, forecasting, and achievement of savings targets.
- Maximise government subsidy and grant funding opportunities.
- Provide professional advice to senior leaders, members, and stakeholders.
- Foster a high-performing, customer-focused culture.
Requirements
- Educated to degree level (or equivalent experience).
- Proven senior leadership experience within Revenues, Benefits, or a comparable public service.
- Strong track record of transformation and innovation in service delivery.
- Excellent stakeholder management and communication skills, with political acumen.
- Financial management experience with large budgets.
- Experience of leading system implementations and/or ERP projects (desirable).
