Spencer Clarke Group are seeking an exceptional senior legal leader to take on the role of Head of Legal Services / Deputy Monitoring Officer at a local authority in the northwest region.
This is a pivotal leadership position within the Council, responsible for delivering high-quality legal and governance services across the organisation, deputising for the Council Solicitor and Monitoring Officer, and ensuring the Council operates lawfully, ethically and effectively within a politically dynamic environment.
The Role
As Head of Legal Services, you will:
- Deputise for the Monitoring Officer and Council Solicitor, undertaking statutory duties under the Local Government and Housing Act 1989.
- Attend and advise at Full Council, Cabinet, Scrutiny, Standards and senior management meetings.
- Ensure delivery of high-quality, cost-effective legal advice and representation across the Council and partner organisations.
- Oversee complex, high-value and sensitive litigation in civil courts, tribunals and via ADR, including undertaking advocacy where appropriate.
About You
We are seeking a senior legal professional who can demonstrate:
- Qualification as a Solicitor or Barrister with significant post-qualification experience.
- Substantial knowledge and experience of local government law and governance.
- Proven senior leadership and management capability, including financial oversight and staff development.
