Spencer Clarke Group are working in partnership with a Council in East Anglia to appoint a Head of Finance - Technical to play a key leadership role in shaping the Council's financial future.

This is a senior leadership opportunity within a forward-thinking authority, offering the chance to influence strategic financial direction while leading a high-performing technical finance function during a period of significant transformation, including Local Government Reorganisation (LGR).

The Role

  • Lead the Council's Technical Finance function, including statutory accounting, treasury, taxation, and compliance
  • Act as a key financial advisor to senior leadership, Members, and Committees
  • Oversee year-end processes, including the production of the Statement of Accounts and audit liaison
  • Provide leadership to the Technical, Treasury, Insurance, Income and Payments teams
  • Drive continuous improvement, innovation, and risk management across financial operations
  • Ensure compliance with all relevant legislation, standards, and best practice
  • Support the organisation through Local Government Reorganisation, ensuring financial resilience

About You

  • CCAB qualified (CIPFA, ACCA, CIMA or equivalent)
  • Strong leadership experience within a complex organisation
  • Proven track record in delivering high-quality financial services
  • Strong technical knowledge (accounts closure, audit, compliance, treasury)
  • Excellent stakeholder management and influencing skills
  • Experience within Local Government or the wider public sector is highly desirable
