Interim Capital Programme Principal
Location: Lancashire, Hybrid
Contract: 6 months (initial)
Rate: Negotiable - please state expected pay rate on application
Spencer Clarke Group are seeking an experienced Capital Programme Principal on behalf of our Local Authority client in the North West. The successful candidate will play a pivotal role in developing and delivering capital building programmes for schools and corporate properties, ensuring alignment with the authority's Property Asset Management Strategy.
The Role
- Leading on the development and monitoring of corporate property and schools' capital programmes, identifying priorities and providing guidance across the team.
- Overseeing the delivery of the authority's condition survey programme to inform investment planning.
- Monitoring and reporting on capital programmes to ensure delivery within agreed timescales, budgets and performance criteria.
- Preparing client briefs and requirements for projects across schools, corporate buildings, education, and residential care settings.
- Leading statutory compliance audits and reporting outcomes to senior management.
- Providing expertise in construction methods, building life cycle management and the maintenance and refurbishment of public buildings.
- Managing a team of technical professionals and supporting their performance and development.
- Liaising with a wide range of stakeholders, producing reports and presenting to decision makers.
About You
The successful candidate must demonstrate:
- Substantial experience of working within a local authority environment.
- Strong track record in asset and programme management.
- Proven experience in project management, particularly in relation to capital investment programmes.
- A sound understanding of school estate operations and Department for Education guidance
- Excellent communication and stakeholder management skills, with experience of presenting to senior management and elected members.
- Strong leadership and people management skills.
