Finance Business Partner - Interim
Spencer Clarke Group are working closely with a Local Authority based in Hampshire to appoint an Interim Finance Business Partner to provide strategic financial support, challenge and assurance across a defined service area.
This is a key interim assignment focused on supporting senior leaders and budget holders with financial planning, budget management, business modelling, risk analysis and medium-term financial planning.

The Role
The successful candidate will provide high-quality finance business partnering support to senior leaders, helping to strengthen financial management, budgetary control and decision-making across the Council.
Key responsibilities:
· Providing strategic financial advice, challenge and assurance to senior leaders and budget holders.
· Supporting budget monitoring, forecasting, budget setting and medium-term financial planning.
· Producing financial modelling, risk analysis and management information to support key decisions.
· Working closely with Service Directors to improve financial performance and sustainability.
· Supporting business cases, investment decisions, transformation projects and savings plans.
· Driving value for money, cost reduction, income generation and improved financial governance.
· Managing and supporting a team of Financial Analysts / finance staff.
· Building strong relationships with stakeholders across finance and service areas.
About You
You will ideally have:
· Full professional accountancy qualification - CIPFA / ACCA / ACA / CIMA.
· Strong Local Authority finance business partnering experience.
· Experience supporting budget setting, monitoring and financial planning within a council environment.
· Proven ability to challenge, advise and influence senior stakeholders.
· Experience managing or supporting finance teams.
· Strong financial modelling, analysis and management information skills.
· A commercial, proactive approach with the ability to support savings, transformation and service improvement.
