Job description

Spencer Clarke Group are working alongside a local authority based in East Sussex to appoint a talented Transport Project Manager on a contract basis.

As a Transport Project Manager, you will manage the delivery of a number of elements of Transport for the South East’s (TfSE) ongoing technical work programme. This currently includes work on future mobility, freight and logistics, decarbonisation, electric vehicle charging infrastructure and bus service improvement. It will include procuring and managing the specialist services needed to deliver these projects. In addition the post holder would also manage elements of our work on national transport policy issues, involving liaison with our sixteen constituent local transport authorities, the Department for Transport and other national agencies such as Network Rail and National Highways.

About the role :

  • To lead the development and implementation of transport strategies, projects and technical studies covering a range of thematic work streams including the implementation of TfSEs future mobility strategy, freight and logistics strategy, and the development of a regional active travel strategy, ensuring that any applicable national and locally set performance management targets are met.
  • To implement best practice project management techniques and systems, develop project timetables, monitor progress and ensure delivery of projects to timescale and budget.
  • To identify, assess, define and develop projects and studies that support the implementation of TfSE’s Transport Strategy and Strategic Investment Plan.  
  • To assist with TfSE’s input to Department for Transport (DfT) policy work, and the investment programmes developed by national delivery bodies such as National Highways and Network Rail.
  • To lead on responses to government and key stakeholders consultations on transport matters at regional and national level.
  • To represent TfSE on national, regional and local relevant transport partnership forums, ensuring TfSE’s transport infrastructure priorities are understood and integrated into wider strategy and plans. 
  • In conjunction with East Sussex County Council’s Procurement team, to procure external suppliers, manage key aspects of tendering exercises, including specification development and evaluation of tenders.
  • To manage, monitor, review the performance of appointed suppliers to ensure the delivery of project objectives, maximise value for money, improve service delivery and outcomes.
  • To develop effective team/partnership working and build and maintain good relationships with appointed suppliers.
  • Prepare and analyse management information, including financial reports / project plans, recommending actions as appropriate.
  • To manage project risks and issues and use project governance to ensure these issues are managed and resolved so that delivery is maintained.
  • To present strategies, studies and projects at meetings and stakeholder groups as required.
  • Support internal and external communications, media relations and PR management, in conjunction with the TfSE’s Communications Manager.
  • Plan, monitor and control resources to maximise the efficient and effective use of finances and people in order to ensure the efficient and effective achievement of individual, team, orgainsational and partnership activities and objectives.
  • To undertake any duties as may be required from time to time as directed by the Head of Strategy.

About you :

  • From a Transport/Traffic Engineering background ideally
  • Ideally chartered engineer or degree
  • Technical background & experience
  • Project management experience
  • Tender evaluation experience
  • Procure/manage consultants
