Spencer Clarke Group are currently recruiting for a Regeneration Programme Manager to work in the Sutton area.

A local authority based in Sutton have a fantastic opportunity for a Regeneration Programme Manager to join their team.

Purpose of the role:

  • Sutton has been awarded £11.35 m of Future High Streets Funding (FHSF). The funding will allow us to realise our ambitions for Sutton town centre and to deliver a more diverse high street offer that is fit for the future. The funding complemented with the Council’s ongoing Sutton Town Centre Regeneration Programme will enable us to make further direct interventions to activate empty or unused buildings, build new and affordable homes contributing to the physical regeneration of the high street, and provide more flexible commercial workspaces.
  • The Regeneration Programme Manager will report to the Head of Economic Renewal and Regeneration and work collaboratively with the Sutton Town Centre Masterplan Delivery Programme Manager.
  • Due to the varying workload, priorities and cross cutting nature of the Sutton Town Centre and FHSF Programme, the postholder is expected to work across the Growth and Regeneration Team programmes, on High Street Recovery, applying for further sources of funding.
  • The role will also support the wider programmes to include the London Cancer Hub, Area Renewal and Strategic Transport.


  • Commission or work in partnership with developers, contractors or teams within the Council to deliver the FHSF schemes.
  • Input and adhere to multiple project schedules, overseeing the completion of deliverables to cost, quality and timescale deadlines.
  • Manage the relationship and accountabilities related to the funders ensuring timely and accurate returns e.g. MHCLG, GLA and SLP
  • To be responsible for ensuring that project and programme teams are supported to carry out their planning, monitoring, evaluation and learning activities.
  • The post holder will be responsible for working with a highly skilled team consisting of staff, sub-contractors and consultants, as well as working across a broad range of operational and strategic stakeholder relationships, implementing decisions on delivery and providing guidance to key strategic decision-makers to ensure the successful delivery of M&E milestones

Candidate requirements:

  • You will have a proven track record of capital delivery programme management and managing complex partnership in town centre locations.
  • The role will include overseeing consultancy teams undertaking work on the site evaluation, feasibility studies, due diligence and securing planning permission. The postholder will deliver these activities within budget working a collaborative working style to work with co-producers or other third party agencies.
  • Furthermore, you will have a strong understanding of the public procurement process, contracts and tendering.
  • Will be dealing with complex problems and issues within the boundaries of technical or professional skill and knowledge.
  • You will be responsible for preparing briefs, preparing presentations, managing the return of funding monitoring & evaluation reports across a number of programmes and organisation of boards/officer groups
