Job Title: Local Plan Manager

Location: London

Contract Duration: 6-months ongoing

 

Spencer Clarke Group are looking to appoint a Local Plan Manager on behalf of our client, a Local Authority in London. You will lead and manage the Planning Policy Team, overseeing the day-to-day activities related to the Local Plan Review, strategic planning inputs, development proposals for major sites, and advice on planning policies. The role involves project management of the Local Plan and Infrastructure Delivery Plan, coordination of consultations with the Greater London Authority (GLA), and participation in statutory processes associated with the Local Plan system.

 

Main Duties / Accountabilities

  • Take responsibility for the preparation, adoption, and monitoring of the Local Plan.
  • Project manage the Local Plan and Infrastructure Delivery Plan, ensuring compliance with set milestones.
  • Provide expert policy guidance to the Development Management team and other council services as required.
  • Lead on the provision of advice regarding the interpretation and implementation of planning policies in the Development Plan.
  • Coordinate liaison with the GLA concerning the London Plan and associated guidance.
  • Prepare formal consultation responses and participate in Examinations in Public.
  • Lead on statutory processes associated with the Local Plan system, including Duty to Cooperate.
  • Coordinate responses to Government and other consultations.
  • Provide day-to-day line management for the Planning Policy Team.
  • Deputise for the Head of Planning Policy as required.

 

Knowledge, Skills and Experience Needed

  • Comprehensive understanding of Local Planning, infrastructure planning, the London Plan, NPPF, and associated legislation and guidance.
  • Knowledge and understanding of statutory development plan implementation and requirements for successful urban regeneration.
  • Demonstrable skills and experience in managing professional teams.
  • Substantial experience in taking complex Local Plans through the full life cycle of development, adoption, and implementation.
  • RTPI Membership.
