Job description

Spencer Clarke Group are working alongside a local authority based in Westminster to appoint a talented Client Surveyor on a contract basis.

As a Client Surveyor, you will undertake a technically focused role in ensuring that the Capital Programme delivery team and the partnering Contractors are fully briefed as to the expected scope and performance of design works for each individual project.  The Client Surveyor will act as the day-to-day lead for all technical issues relating to the planning of general building refurbishment projects (internal & external) contained within the capital investment programme.  The role will manage projects through RIBA Stages 0 (Strategic Definition) and 1-2 (Preparation & Brief), and also monitor and review ‘lessons learnt’ from completed projects. The role will provide support to the Client Surveyign Manager in the decision-making and monitoring of works programmed in the Housing Revenue Account (HRA) business plan.  The role will involve engaging with and influencing a range of stakeholders, including senior Housing, Planning and Real Estate officers within the Council

About the role :

  • Cross-examine the Keystone and Orchard databases, and other sources of background information relevant to scheme development, to ensure that live data is analysed to establish a correct information base to schemes;
  • Management of external consultants to ensure that the needs of the brief have been interpreted and the consultants understand what is expected of them.  Ability to answer detailed technical queries that may arise;
  • To be the key communication and information source for all matters relating to the condition of general building works within a specified geographical area (e.g. north or south of the borough of Westminster) and planned works to maintain the stock.  The role will work collaboratively with staff within (e.g. building maintenance, capital programme resident communications, lessee services etc.)  and outside the company to ensure the delivery of an appropriate and effective Asset Strategy for the area. Represent Westminster City Council at meetings with residents and external organizations as appropriate;
  • Timely, systematic and correct filing of information that relates to key project decisions throughout the inception of the project;
  • Risk assessment analysis of issues highlighted by external consultants.  Assessment of priority 1 and immediate (higher risk) works to be carried out and the best vehicle(s) for doing so.  Includes for the on-going monitoring of the priority 1 issues until they are complete with relevant update of records;
  • Ensuring correct & appropriate contract and tender information is passed to the procurement team (for consultant appointment);
  • Close monitoring, assessment and questioning of the rationale for and potential delivery of projects to appropriately define a programme of works.  Foresight of potential issues (technical and strategic) that would impact the programme and the ability to provide solutions to mitigate highlighted concerns;
  • Support in the professional development of the Assistant Client Surveyor and to mentor them in their day to day role;
  • Communication of project vision to relevant stakeholders to ensure that the appropriate package of works is delivered;
  • Consult with external and internal stakeholders to establish information / issues relevant to scheme development;
  • Constantly review Westminster’s Housing Asset Information, collecting data from all available sources and particularly using communication and engagement with stakeholders for this purpose

About you :

  • 3 years experience of working in a building surveying or project management environment; delivering medium value, high impact construction projects to time, cost and quality standards. Working within either  the public and/ or private sectors 
  • Ideally 3 years’ experience in the condition survey assessment of residential property;
  • Awareness of the implications of the Landlord and Tenant Act and how this affects leaseholder responsibilities (e.g. Pre 1987 leases / Section 20 notices etc.).  Ability to ascertain 'improvement' works and the liability of each element of work that has been identified;
  • Experience in working either with, or for a Building Consultancy to ensure a collaborative working relationship whereby the key requirements of the purpose of appointment is understood by both parties;
  • An ability to work closely with senior managers and a wide range of stakeholders;
  • A member of the RICS and / or CIOB, at least 1 year PQE
  • Degree – or equivalent qualification in building surveying (or similar)
  • Ideally chartered status of the RICS and / or CIOB (or similar)
