Job description

~ Commissioning Manager ~

Spencer Clarke Group are working in partnership with St. Helens MB Council to appoint a Commissioning Manager to their Children & Young People Service.

4 - 6 Month agency contract with a view to being extended on an ongoing basis.

Full time role – 37 Hours a week.

Location – Town Hall, Corporation Street,.

Rate of Pay - £17+ per hour. Negotiable depending on experience following a successful interview.

Purpose of the Post;

  • Support the delivery of the St Helens Cares integrated Local Care System, working across the various programmes of delivery as required as part of St Helens Integrated Peoples Services (Council and CCG).
  • Work under the supervision of a Senior Commissioning & Transformation Manager and/ or Programme Manager.
  • Work autonomously on high level and complex projects as required across integrated children’s commissioning and there is an expectation that the post holder will have an area of specialist skill/ knowledge in any or all of the following; Commissioning / /Service Improvement / Project Management.

Key Responsibilities;

  • Deliver on the commissioning and transformation priorities identified in the Children’s commissioning intentions across an integrated local care system and demonstrate a Whole Systems Approach and work across organisational boundaries.
  • Work in partnership to assist in the development of strategies within Departmental, Corporate, Local and National policies and expectations across the council and CCG.
  • Work collaboratively with partners to deliver service improvement and redesign and ensuring this is evidence based and of high quality and meets the vision, aims and objectives of St Helens Cares.
  • Lead on the development of detailed outcome focussed specifications for services which incorporate social care practice, education and health needs and which help ensure the provision of high quality, Value for Money services.
  • Undertake a range of analysis and review of monitoring and performance data from a variety of sources to identify unmet need and inform future commissioning, maximising resources and working within allocated budgets.
  • Contribute to the development and implementation of the Council’s and CCG’s business and operational plans.
  • Lead on effective consultation and involvement of partners, service users, their carers and other stakeholders in the review and development of services.
  • Lead on complex projects across MDT’s/ Multi-agency partnerships and demonstrate delivery in these areas.
