Job Title: Project Manager (Capital Projects)
Location: Cheshire – Hybrid Working
Assignment Duration: Ongoing
Our client, a local authority in Cheshire, is seeking a skilled Project Manager to contribute to the delivery of strategic aims and objectives, particularly within the Economy, Enterprise & Property department. The role involves managing a diverse range of projects (Schools/Education Capital Projects), ensuring they meet the needs of service users and the public, adhere to high-quality standards, are fit for purpose, delivered on time, within budget, and comply with statutory requirements. The Project Manager will also play a key role in supporting the Council's regeneration programs by providing specialized project management input.
Key Duties and Responsibilities
- Manage projects from inception to completion, whether delivered in-house or through external consultants.
- Ensure projects are delivered on schedule and within financial cost limits.
- Evaluate customer needs and prepare client briefs for capital and major works programs.
- Conduct feasibility studies when necessary.
- Work with the Procurement Centre of Excellence to prepare contract documents.
- Adjudicate tender returns and make recommendations to the Divisional Manager.
- Commission external consultants, prepare commission documents, and adjudicate tender submissions.
- Manage and monitor external consultants delivering professional services associated with the projects.
- Contribute to the Council's Asset Management plan, divisional plan, and monitoring reports.
- Monitor performance indicators associated with project delivery.
- Proven experience in managing Capital/Major Works projects from inception to completion.
- Ability to evaluate customer needs and prepare relevant client briefs.
- Experience in procurement, contract document preparation, and tender adjudication.
- Skill in managing external consultants delivering professional services.
- Ability to contribute to the Council's Asset Management plan and divisional plan.
- Previous experience working for a Local Authority
